University of Roehampton: Whitelands College

Parkstead House is now part of the University of Roehampton campus and home to Whitelands College, one of the UK’s oldest teacher-training institutions. It is included on this map because of its connection to Lilian Charlotte Barker (1874–1955), a pioneering prison reformer and educator who trained at Whitelands and who lived for more than forty years in a same-sex partnership with her companion, Florence Francis.

Barker trained as a teacher at Whitelands in the late 19th century, beginning a career that combined education, social work and institutional reform. After working in schools and in correctional institutions for girls, she went on to reshape women’s prisons across England and Wales, arguing that education, work skills and psychological support were more effective than punishment and isolation. In 1935 she became the first woman to hold a senior national leadership role in the prison service, and in 1944 she was awarded a Damehood (DBE) for her work.
Care was a constant theme in Barker’s life. As a young woman she spent years caring for her seriously ill mother, and later devoted her professional life to improving conditions for women and girls who were often written off by the state. She shared her home for decades with Florence Francis, and friends described their domestic life as warm, stable and full of animals — a long-term partnership rooted in affection and everyday responsibility as well as public service.
Whitelands College relocated to Roehampton from Putney in 2005, bringing its long educational history to this site. Placing Barker’s story here highlights how queer history is also found within training colleges, welfare institutions and professional careers, not only in nightlife or protest. It reminds us that LGBTQ+ lives have long shaped — and been shaped by — the systems of education, care and state authority in south-west London.
